Once a paper has been submitted to an assignment, the exclude bibliographic material and exclude quoted material options become unavailable for editing at the assignment level.
The only way an instructor can exclude (or re-include) bibliographies and quotes after papers have been submitted to the assignment is to do so within each individual paper when viewing the Similarity Report.
